California VINE / VINELink is the key release-notification channel for Sutter County Jail. The Sutter County Sheriff's V.I.N.E. Services page says VINE monitors custody status for offenders in Sutter County Jail and receives updated information every 15 minutes through an interface with the jail booking system. It is available by phone 24 hours a day, 365 days a year, in English and Spanish.
VINE is not the same thing as the Sheriff's full jail portal, the court case, or CDCR parole supervision. It is a custody-status and notification system. For a person currently booked into Sutter County Jail, VINE may show custody status, offender number, and location. For a person released or transferred, VINE's event and current status may be the useful signal, but the release reason should be checked against the court record or jail record when precision matters.

The phone option matters when a family member or affected person cannot use the web interface, when a notification has arrived and needs to be confirmed, or when the web search returns multiple names. Because VINE calls can show as "unknown," blocked unknown calls may prevent notification calls from getting through. Keep the PIN and registration details available so a call can be confirmed and stopped correctly.
Sutter County VINE Fields
VINE fields are status fields, not a full booking record. They help answer whether a person is in custody, where the person is located, and whether a release or transfer event has triggered a notification. They do not replace the court disposition, the jail release record, or a PRA response.

Register Sutter County Alerts
After the person is located in VINE, registration creates the alert path. Sutter says registration requires a telephone number, including area code, and a four-digit PIN. The PIN is used to confirm and stop notification calls. Calls begin when VINE receives updated records unless the system notes otherwise.

- Select the notification or registration option connected to that person.
- Enter a telephone number with area code. Use a number that can receive repeated calls.
- Create a four-digit PIN and keep it available.
- When VINE calls after a custody change, enter the PIN to confirm the notice and stop repeat calls.
Sutter's page says calls are made every 30 minutes for 24 hours or until the correct PIN is entered. If a call is answered but not confirmed, calls continue every two hours for 24 hours. Messages may be left on an answering machine, but calls continue until the alert is confirmed or the calling period ends.
Sutter County Notification Events
VINE notifications are broader than a simple "released" notice. Sutter lists release from custody for any reason, escape, return to custody after escape, unsupervised custody, transfer to another facility, and advance notification of release. For a Sutter County release search, that means a VINE alert may signal several different legal outcomes.

Once a person is transferred to CDCR, eligible people can register with CDCR through Form 1707 or the e1707 online process.
The CDCR e1707 service is a state-prison notification path for eligible victims, family members of victims, or witnesses who testified. CDCR's victim-services materials say custody-status changes can include release, death, escape, parole hearing, transfer to another prison, discharge from parole, contract, and scheduled execution. That is a separate state route and should not be treated as a general public search for every Sutter County released person.

VINE Limits in Sutter County
VINELink is a strong alert tool, but it has limits. It does not replace the Sutter County Jail record, the Sutter Superior Court case, CDCR records, BOP records, or ICE records. It also does not prove that a person is free from every form of custody or supervision. A transfer can remove someone from Sutter County Jail while placing the person under another agency.
When the VINE result is unclear, check the Sheriff custody-status instructions, the Sutter Superior Court case portal, and the county PRA process. If a Sutter County conviction led to state prison, use CDCR and BPH resources. If the case became federal or immigration custody, use BOP or ICE resources instead of VINE alone.
Registry Is Not VINE
California's Megan's Law website is a separate registry, not a VINE release list and not a Sutter County jail notification tool. The state service page describes it as a searchable tool from the registered sex offender database, created under Penal Code section 290.46 and updated daily by law enforcement. It only displays registrants whose information is legally allowed to be public.
That registry can be relevant after release for a legally disclosed registrant, but it cannot confirm release for every person, every offense, or every registrant. Use VINE for custody-change notifications, the jail and court for local release confirmation, and CDCR or federal systems only when the person moved into those systems.
